The Village of Palmetto Bay issues permits, 7.8 miles away; its median home was built in 1976.
Palmetto Bay is an incorporated village, and the village handles roofing permits for addresses within its limits. Our measurement on Miami-Dade County GIS boundary layers shows that about 96% of the former Census place called Cutler and about 95% of East Perrine now lie inside Palmetto Bay. So if your home was once described as Cutler or East Perrine, check with the Village of Palmetto Bay first. The nearest village boundary is about 7.8 miles from our office.
The Oldest Housing on Our List
According to the ACS 2024 5-year estimates, Palmetto Bay has about 8,681 homes, and the median one was built in 1976, the oldest median of the ten communities we profile. About 75% of homes predate 1990 and only around 15% were built in 2000 or later. It is also strongly owner-occupied at about 78%, and roughly 79% of the housing is detached single-family homes.
What an Older Roof Means for Your Options
A house built in the 1970s may be on its second or third roof, so the age of the house says little about the age of the roof. What matters is the date and code edition of the most recent full roof permit. If that roof went on before the 2007 Florida Building Code, the state's 25% exemption does not apply, and a large storm repair can require wider code work. In that case, compare a section repair and a replacement in writing before choosing.
When a full replacement is the answer, Miami-Dade's hurricane mitigation rules for site-built single-family homes apply, which require deck fastening and an added water barrier under shingle and metal panel coverings, plus, for homes insured or valued at $300,000 or more, straps or clips that tie roof framing to the walls. Those items also appear on the state wind mitigation form, which some insurers use when setting premiums.
Wind History
The National Weather Service reports that in 2017 Irma pushed 3 to 5 feet of surge along Biscayne Bay while gusts at Category 1 strength, between 80 and 95 mph, reached most of the county. Twelve years earlier, Wilma's strongest gust measured at the Miami airport was 92 mph. Older roofs that have been through both storms deserve a close look at flashing and underlayment.
One more date matters for anyone planning a replacement in the village. The Florida Building Code 9th Edition takes effect on December 31, 2026, and Miami-Dade has said applications filed through its online portal after 4 PM on December 30, 2026 must meet the new edition. The village's own process may set different cut-offs, so confirm with the village before you sign.
